Improving legal and institutional framework of the State Audit Institution, reelection of members of the Council of the State Audit Institution, improving the capacity of the Finance Committee, extension of obsolescence time for violations of public procurement regulations, increase of efficiency of misdemeanor proceedings and general tightening of prescribed sanctions through introduction of criminal liability represent some of the recommendations made by the European Policy Center presented in the implementation of recommendations and policies of the State Audit Institution. Analysis done by the European Policy Center within the implementation of the Project "Establishing Conditions for the Improvement of the State Audit Institution in Serbia", includes recommendations relating to the greater availability of audited entities’ responses to audit reports and recommendations of the State Audit Institution via the Internet portal, then the activities on promotion of the external audit function in Serbia, concept of managerial responsibilities within the regulations on public administration and civil servants, and recommendations regarding cooperation with civil society organizations.
Analysis of implementation of recommendations and policies of the State Audit Institution, together with proposals and recommendations and conclusions reached during analysis, were presented at the Conference "Towards a More Financially Accountable Government in Serbia", which was held on 4th of June 2012 in Belgrade. The Conference was attended by the President of the Council of State Audit Institution Mr. Radoslav Sretenovic, Vice President of the Council of State Audit Institution Ms. Ljubica Nedeljkovic, Commissioner for Information of Public Importance and Personal Data Protection Mr. Rodoljub Sabic, Ombudsman Mr. Sasa Jankovic, Director of the European Integration Office Ms. Milica Delevic, members of the Finance Committee from the previous National Assembly convocation of the Republic of Serbia, Ms. Jorgovanka Tabakovic and Mr. Radojko Obradovic, Project Director for the Reform of the Judiciary and Responsible Government Accountable (JRGA) implemented by the U.S. Agency for International Development (USAID) Lawrence T. Vetter, and representatives of civil society organizations. The Conference was attended by representatives of the audited entities, ministries and courts. After the conference, final recommendations have been determined aimed at improving the financial accountability of the authorities in Serbia.
The Project aims to strengthen the State Audit Institution in the implementation of its recommendations and measures, in order to contribute to more effective and accountable management of public funds in Serbia.
The State Audit Institution is actively involved in project implementation and formulation of recommendations and has expressed its readiness to begin implementation of the proposed measures.
