Pursuant to legal competences, prescribed by Article 41 of the Law on the State Audit Institution and Articles 253, 280 and 281 of the Criminal Procedure Law, and having completed the Report on Audit of Financial Statements of the Annual Statement of Accounts of the Budget of the City of Belgrade for 2010 and Report on Audit of the Annual Statement of Accounts of the National Employment Service for 2010, and having gathered the evidence, the State Audit Institution filed today to the First Basic Public Prosecutor in Belgrade criminal charges against multiple responsible persons with regard to audited budget year of 2010. The charges have been filed against the following persons:

  1. Dragoljub Đakonović, Secretary of the Traffic Secretariat,
  2. Snežana Perović, General Manager of the Directorate for Public Transport,
  3. Ivana Vuletić, General Manager of the Road Directorate,
  4. Predrag Petrović, Secretary of the Secretariat for Communal and Housing Affairs,
  5. Aca Kovačević, Secretary of the Secretariat for Sport and Youth,
  6. Vladan Đukić, Secretary of the Secretariat for Social Protection,
  7. Branislav Janković, General Manager of the Public Procurement Agency,
  8. Marko Blagojević, General Manager of the Investment and Housing Agency,
  9. Dejan Jovanović, General Manager of the National Employment Service.

The State Audit Institution filed criminal charges on suspicion that the activities, conducted by the charged persons, contain criminal acts pertaining to usage of budget funds for purposes other than stipulated, which is prescribed by Article 362a of the Criminal Code of the Republic of Serbia, since the mentioned responsible persons created obligations far beyond the amount set by the Budget for the audited budget year.
Also, due to suspicion that they executed criminal offense of abuse of professional position, prescribed by Article 359 of the Criminal Code of the Republic of Serbia, based on the Report on Audit of Annual Financial Statement of the Ministry of Environment and Spatial Planning for 2010, and having gathered evidence, the State Audit Institution filed today to the First Basic Public Prosecutor in Belgrade criminal charges against multiple responsible persons:

  1. Oliver Dulić, Chairman of the Management Board of the Environmental Protection Fund,
  2. Nemanja Komazec, member of the Management Board of the Environmental Protection Fund,
  3. Verica Noveski, member of the Management Board of the Environmental Protection Fund,
  4. Goran Trivan, member of the Management Board of the Environmental Protection Fund,
  5. Šimon Djarmati, member of the Management Board of the Environmental Protection Fund,
  6. Dragan Vasiljević, responsible person in the Sector for Planning and Project Management in the Environmental Protection Fund,
  7. Željko Jurakić, General Manager of the Environmental Protection Fund.

The State Audit Institution filed criminal charges on suspicion that the Board of Directors of the Environmental Protection Fund and responsible persons in the Fund did not implement procedure of allocation of non-repayable assets, in compliance with the Rules on conditions that must be fulfilled by the beneficiaries of the Environmental Protection Fund's assets, in compliance with terms and conditions and manner of allocating assets, criteria and benchmarks for evaluation of requests for allocation of assets and agreed rights and responsibilities; thus, in that manner, assets were allocated to five applicants, who were the first to apply among other applicants, according to the chronology of submitted applications for participation in the competition.
With regard to reports on audit of financial statements and compliance audit of ministries and public enterprises for 2011, the State Audit Institution filed to the competent misdemeanor courts requests for initiating misdemeanor proceedings against the following persons:

  2. Maja Matija Ristić, Secretary in the Ministry of Justice,
  3. Ivana Marković, Secretary in the Ministry of Justice,
  4. Jagoda Jeličić, Assistant Minister for financial affairs in the Ministry of Justice,
  5. Cvijo Babić, General Manager of the PCE Belgrade Waterworks and Sewage,
  6. Dragoslav Bulatović, Assistant General Manager in charge of financial and commercial affairs of the PCE Belgrade Waterworks and Sewage,
  7. Mileta Radojević, General Manager of the PCE Belgrade City Transport Company (GSP),
  8. Slobodan Miljković, General Manager of the CE City Housing, Belgrade,
  9. Darko Šimšić, General Manager of the CE Construction Directorate, Užice,
  10. Nebojša Petrović, General Manager of the PCE Markets (Tržnica), Niš,
  11. Vojislav Ilić, General Manager of PE in charge of urban affairs and spatial planning, construction land and roads "Gradac", Čačak,
  12. Vladimir Jelić, General Manager of PCE Heating Plant, Novi Sad,
  13. Dragan Jovanović, General Manager of the corporation„Termoelektrane i kopovi Kostolac“ Ltd. (Thermo Plant and Mines), Kostolac,

Requests for initiating misdemeanor proceedings were filed due to non-compliance with certain provisions of the Budget System Law and Public Procurement Law.
