President of the State Audit Institution and Auditor-General, Mr. Radoslav Sretenovic, and Supreme State Auditor from the Performance Audit Sector, Ms. Svetlana Toma Anokic, attended the first session of the Subcommittee for Reviewing Audit Reports of the State Audit Institution, held on 30th September. Topic of the session was reviewing role and significance of the performance auditing and mechanisms for strengthening oversight role of the National Assembly andCommittee for Finance, Republic Budget and Control of Public Funds' Spending. via monitoring of recommendations issued in performance audit reports and organizing public hearings on audit reports, implemented by the State Audit Institution.
State Audit Institution has good cooperation with the Committee for Finance, Republic Budget and Control of Public Funds' Spending, and our wish is that the good cooperation continues further on and improves, particularly in terms of analysis of performance audit reports, Mr. Sretenovic said. He assessed that SAI had good experts and that it would continue to work on enhancement of capacities of the Institution for work in this area.
When it comes to performance audit, SAI associate and consultant within USAID's Judicial Reform and Government Accountability Project, Mr. Joseph Christoff, presented American experiences regarding this topic, as well as working model of the Supreme Audit Institution of USA - Government Accountability Office, which helps Congress in making better decisions regarding spending public funds of the American people. He spoke on partnership relations between SAI, the Committee and Subcommittee of the National Assembly, parallels between roles of the Supreme Audit Institution of USA and SAI of Serbia, services they provide, benefits for the society from performance audits, types of hearings and decisions adopted, as well as possibilities to implement similar model in Serbia regarding analyses of SAI report.
Chairman of the session, Prof. Dr. Vladimir Marinkovic, said that he was pleased with continuation of cooperation with the expert that had worked for years and participated in Congressional and Senate hearings of decision makers in couple of dozen cases, which will be of great benefit to the MPs regarding control of public funds spending and improvement of cooperation with SAI.
Chairperson of the Committee for Finance, Republic Budget and Control of Public Funds' Spending, Dr. Aleksandra Tomic, highlighted importance of these types of meetings for MPs, and/or that they represent a pathway they should try to achieve and how to act in future regarding exercise of Parliamentary oversight. She called for intensifying meetings and exchange of opinions, in order to improve work done in the area of public finances.
Vice-President of the National Assembly and member of the Committee for Finance, Republic Budget and Control of Public Funds' Spending and Subcommittee for Reviewing Audit Reports of the State Audit Institution, Mr. Veroljub Arsic, highlighted that SAI is relatively young institution, compared to similar institutions in the world, but in spite of that, it has achieved good results within short time period and has become a leading institution in our region. In the past three, four years, SAI has been working on performance audits regarding spending of public funds. All such activities aim to raise its capacities, and also that members of the Committee improve their knowledge, in order to review SAI reports in a much better fashion.
In a discussion that followed, opinions were exchanged on performance audits and readiness was expressed for improvement of Parliamentary oversight regarding spending of public funds.
SAI President, Mr. Radoslav Sretenovic, highlighted the wish and expressed readiness of the Institution to strengthen recommendations issued to auditees via public hearings.
