Representatives of the State Audit Institution participated in the moderator training on implementation of IntoSAINT - tool developed by the International Organization of Supreme Audit Institutions (INTOSAI) for self-assessment of integrity of the Supreme Audit Institution (SAI). Training was organized within the Project of the Task Force on Audit and Ethics of the European Organization of Supreme Audit Institutions (EUROSAI), and it was held in Belgrade from 15th to 19th July 2019.
SAIs use IntoSAINT in order to analyze their integrity risks, and in order to assess the maturity level of their integrity management systems. Goal of the IntoSAINT is to provide the management with specific information regarding current state of integrity in SAI. Also, SAI management may use this instrument in preserving trust, values and ethics. IntoSAINT is also important for implementation of ISSAI 30 - INTOSAI Code of Ethics.
After the training, participating SAIs are obliged to conduct a comprehensive self-assessment using IntoSAINT, using instructions of trained moderators.
State Audit Institution of Serbia was represented by the State Auditors, Ms. Jovana Arizanović and Mr. Marko Strugarević, Head of the Unit for International Cooperation and Public Relations, Ms. Iva Vasilić Miljić and Audit Advisor, Ms. Milena Leković. Training was conducted by Ms. Marion Janson from SAI of Netherlands and Ms. Nataša Mihajlova from SAI of North Macedonia. In addition to representatives of the State Audit Institution of Serbia, moderator training was also attended by the representatives of SAI of Albania, SAI of Latvia, SAI of Norway, SAI of Turkey and SAI of Finland.
IntoSAINT, a self-assessment tool for integrity management, was developed and implemented by SAI of Netherlands. The tool is used for risk and resilience analysis of SAI regarding the possibility of violation of integrity principles and raising awareness on integrity within SAI. IntoSAINT includes integrity control framework and covers implementation of relevant SAI international standards regarding integrity and ethics.
Since 2011, more than 243 moderators have been trained from 68 countries around the world and more than 33 workshops have been held in 24 countries.
